The possible repeal of net neutrality rules has triggered protests from those who fear the change could jeopardize an open internet.
However, Sen. John Thune believes the Obama-era regulations actually threaten the development of the internet.
Thune spoke Tuesday on the Senate floor.
He says the repeal could encourage broad band deployment in South Dakota.
Thune says congressional action is the only way to solve the back and forth on net neutrality rules.
