House Minority Leader Spencer Hawley of Brookings says HB 1196 came before to the House Floor Wednesday. The bill would require petition circulators to include a wide range of identifying traits on their affidavit including things like library cards, utility bills and phone number prefix.
Hawley says he was “flabbergasted” that the bill was passed by the House.
