The Rules Review Committee of the South Dakota legislature met in Pierre earlier this week.
The committee fine tunes the rules needed for agencies to implement new laws.
The Department of Education had asked for a clarification of a waiver rule for schools that are having issues dealing with teacher pay laws.
Committee Chair, Representative Jean Hunhoff of Yankton says there was some confusion over the process
Hunhoff says the committee split on how schools should be allowed to appeal
Hunhoff says some schools can find themselves in a cash flow bind, depending on the time of the year
The committee approved the changes on a three to two vote.
