Noem gives her first State of the State Address at noon on Tuesday to a joint session of the South Dakota Legislature. In addition to Noem and Rhoden being sworn in, were Auditor Rich Sattgast, Treasurer Josh Haeder, Secretary of State Steve Barnett, Public Utilities Commissioner Kristie Feigen and Attorney General Jason Ravnsborg.
