PIERRE, S.D. (AP) – A Brookings man has been appointed court administrator for a South Dakota judicial circuit that includes 14 counties in eastern South Dakota. Circuit Judge Tim D. Tucker, presiding judge for the 3rd Judicial Circuit, says Joel Torgrude will be the circuit’s new administrator. Torgrude will also handle media requests for expanded coverage of trials and court hearings . Torgrude has worked as a court services officer for eight years, most recently for five years in Brookings. The 3rd Judicial Circuit includes Beadle, Brookings, Clark, Codington, Deuel, Grant, Hamlin, Hand, Jerauld, Kingsbury, Lake, Miner, Moody and Sanborn counties.
