Three lawmakers from northeast South Dakota have been chosen to serve on a committee that will study the thorny issue of the public’s right to access water that’s on private land.
The Executive Board of the South Dakota Legislature chose that as one of the topics to study in advance of the 2018 legislative session.
Republican Representative Hugh Bartels will serve on the committee, and he’s happy to see that was one of the topics chosen to study

He says appointing committee members right away shows there’s a sense of urgency to find a compromise….
Joining Bartels on the study committee are Representative Burt Tulson of Lake Norden and State Senator Jason Frerichs of Wilmot.
