YANKTON, SD – The chairman who recently resigned from a South Dakota water board says a legislative audit uncovered improper contract bidding practices. Jim Lane of Yankton says the findings were problematic but not devastating. He says the James River Water Development District had corrected many of the practices before the audit was complete late last year. District manager Darrell Raschke recently resigned under pressure from state Sen. Al Novstrup of Aberdeen, who has been critical of the water district’s operations. Lane said he stepped down because he ran out of patience for the situation.
