Noem signed the bill into law at a large desk that was moved from the Governor’s office Reception Room to the base of the Grand Staircase as legislative supporters gathered in the background. Just because the Governor signed the bill doesn’t mean you can conceal carry anywhere quite yet. The law goes into effect on July 1st.
