Debris from the river washed onto the shoulder of westbound Highway 14 and kept some of the wind-blow waves from reaching the road surface. Some of the water that made it over the highway is got  into Memorial Park through drain pipe along the median. Crews from the City of Huron and South Dakota Department of Transportation began building a temporary dike along the highway Wednesday afternoon. Officials are limited as to how much of a dike can be built to prevent too much pressure from flowing water from building up against the bridge deck.  Both eastbound lanes are open with the passing lane icy and wet.  Westbound Highway 14 is down to one lane for a short stretch from just past the business route bypass bridge to just before the river bridge.  Water sand and ice cover the highway on the westbound lanes where the river was flowing onto the road last night.
