Third Street over the James River is closed as of 6 AM this morning. Thrid Street joins Jersey, Riverside and Sherman Avenues as being closed because of the high water. Heavy rain last night caused the James to rise a foot between 7 PM and 4 AM this morning, or about and inch and a third every hour. Wever says the river has risen faster that it has in recent memory…
