The Surface Transportation Board held a hearing in Washington last week and then ordered railroads serving the northern plains, specifically BNSF and CP Rail to come up with a plan to move fertilizer in and commodities out of the region. BNSF told the STB that their issues were caused by severe winter weather and other operational issues, not the extra traffic in and out of the North Dakota oil fields. Thune says there are obvious strains……
