The second ordinance approved repeals two ordinances that were originally passed to cover two franchises that no longer operate in Huron. A resolution set the Gross Subscriber Rate that Midco must pay at four-percent. The Federal Communications Commission says municipalities may set that rate at no more that five-percent.
